Use
- after prepositions
Lavoro con lui. I work with him.
- after verbs when we want to emphasize the object
Compare these examples:
Vedo te, (ma non vedo lui). I can see you, (but I cannot see him.) - the emphasis is on the object - te
Ti vedo. I can see you. - there is no emphasis on the object
